About Us

Total Fire Services Ltd was established in 2003 and has since provided fire safety consultancy services to an extensive and varied client base. The company has three Directors and employs fire safety consultants to conduct fire risk assessments and associated services, throughout the UK.

Total Fire Services Ltd is intent on being a leading fire safety solutions and equipment provider by exceeding customers’ expectations through superior service delivery, innovation and commitment to safeguarding our clients, employees, customers and their livelihoods. We are committed to maintaining an outstanding company with impeccable credentials and unrivalled service where people matter and our customers are proud to be associated with.

The main thrust of our business is the conducting of Fire Risk Assessments on behalf of clients to fulfil their legal obligations under the Regulatory Reform (Fire Safety) Order 2005. We liaise with our clients on a regular basis in all legal aspects of current fire safety law and provide mediation services on their behalf with relevant enforcement authorities.

Our Assessments are conducted by highly qualified and experienced fire safety professionals holding industry recognised fire safety qualifications (Fire Engineering Degrees, HND, HNC, MIFireE, GIFireE or MIFSM). Our Assessments have to date never been challenged by any Fire Authority or other enforcing body in relation to their suitability and sufficiency of the assessments of our clients’ premises. Our aim is to provide unrivalled service and expertise on all fire safety related matters.

Relevant Experience

Darren was employed with Greater Manchester County Fire and Rescue Service for 16 years, in numerous roles and differing inner city and rural locations. From 1990 to 2002 he was employed in the roles of operational fire-fighter, Leading Fire-fighter, Sub Officer and Station Officer, the roles also included the conducting of routine fire safety inspections on varying premises. He provided a wide range of training courses to operational personnel in the form of lectures and practical drills and demonstrations. His training role also included the training of recruits in trauma care over a 2 year period.

In September 2002 he transferred from operational duties to the role of a dedicated fire safety officer based at a busy inner city office in Salford. 2003 brought promotion to the rank of Station Officer (Fire Safety) in the city centre of Manchester, where he remained for 18 months dealing with some of the most complex buildings in the country. After this period he transferred to the fire safety department in Stretford, which involved the conducting of inspections at the Trafford Centre, one of the largest shopping complexes in the country. The area is also a high industrial area with varying premises types including complex chemical and processing plants.

In May 2005 he was promoted to the rank of Assistant Divisional Officer, fire safety manager for the borough of Rochdale. The role was responsible for the fire safety management and direction of resources for the borough of Rochdale and incorporated 3 shopping complexes, 3 hospitals, 108 schools, 135 HMO’s, 134 care homes, 25 hotels, 326 factories, 179 offices, and 44 shops. The role also involved dealing with all building regulations consultations for the borough, the issuing of enforcement notices, prohibitions and prosecutions of premises and the day-to-day management of fire safety inspections. He was responsible for 11 staff, including 5 dedicated fire safety enforcement officers. It is with this experienced background that Total Fire Services is managed.

Relevant Experience

Philip’s fire service career commenced in 1978, with Greater Manchester Fire and Rescue Service. He was employed in the roles of operational fire fighter, leading fire fighter and sub-officer until 1989. The following 15 years he specialised at Station Officer rank within varying Fire Safety departments within the County. During this time he was the licensing officer for the Trafford Metropolitan area that included liquor licensing, public entertainment, theatres, cinemas, outdoor events and sports grounds including Manchester United Football Club, Lancashire County Cricket Ground, Sale Rugby Football Ground and the Commonwealth Games.

During the construction of the Trafford Centre Shopping Complex he was an integral part of the team dealing with the commissioning of Fire Engineering Systems and licensing requirements.

It was also his responsibility to ensure smooth liaison between all parties during the major refurbishment and construction work at the Manchester City Centre Arndale Shopping Complex.

Following Philip’s retirement from the Fire Service he has acted on a part time consultancy basis for Isoquar Ltd as an expert Fire Advisor during their Quality Management Systems Audit of Manchester International Airport Fire and Rescue Service under ISO 9001 2000.

He is currently employed as a Senior Fire Safety Consultant for TFS Ltd. In this role he acts as the project manager for major projects and conducts and audits Fire Risk Assessments in a wide range of premises.

Health and Safety Policy Statement

The Health and Safety at Work Act 1974

Aim

In recognising its duties under the Health and Safety at Work Act 1974, it is the aim of Total Fire Services Ltd to conduct its business efficiently whilst protecting the health, safety and welfare of its employees, (#) and to provide a safe working environment in every place the Company’s business is undertaken.

Method

Total Fire Services Ltd (hereafter referred to as TFS Ltd) recognises the fact that health and safety has positive benefits to the company and our clients and that commitment to a high level of safety is a necessary requirement. It also recognises that health and safety is a business function and must, therefore, continuously progress towards the protection of its greatest asset, its employees. As there are distinct benefits to be gained from providing a safe and healthy working environment, by reducing instances of accidents and ill health, appropriate levels of resources will be allocated to ensuring health and safety is adequately addressed within the company.

A positive culture will be encouraged within the Company, the Directors and managers will actively support this and all employees will be consulted during any relevant decision making processes.

Policy Statement

TFS Ltd in recognising its duties under the 1974 Act will comply with the requirements of the statutory provisions, subject to such exemptions, exceptions and qualifications upon its obligations as are provided for in the legislation.

TFS Ltd will ensure that, so far as reasonable practicable, the health, safety and welfare at work of all its employees is in compliance with Section 2 of the Act by:

  • Ensuring that all representatives of TFS Ltd make themselves aware of and comply with our clients’ own heath and safety policies and procedures whilst on the client’s premises.
  • Ensuring that all TFS Ltd consultants, agents and representatives report to the most senior person on arrival at our clients’ premises and provide details of the type, location and duration of the work to be undertaken.
  • Ensuring that all TFS Ltd representatives make themselves aware on arrival at the clients’ premises of the actions to be taken in the event of a fire or other emergency.
  • Ensuring where possible that locations, plant, equipment and systems of work are safe and without risk to health.
  • Providing sufficient information, instruction, training and supervision to ensure, so far as reasonably practicable, the safety of its employees, to enable time to avoid risk and to contribute positively to their own health and safety.
  • Providing and maintaining where possible a healthy working environment, adequate facilities and arrangements for the welfare of employees whilst on our clients’ premises.
  • Ensuring effective arrangements for joint consultation to enable employees to co-operate effectively in promoting and developing measures to ensure health and safety at work.
  • Ensuring all employees are reminded that they have a duty under the Act under Sections 7 and 8, to take reasonable care for themselves and other persons who may be affected by their work activities, and to co-operate with TFS Ltd to enable the Company to comply with its duties and statutory requirements.
  • Ensuring so far as reasonably practicable, that suitable persons are selected and employed and that they are competent to carry out their work safely.
  • Ensuring all employees are made aware of their obligations as per the RIDDOR Regulations 1985 for the procedure for the reporting of accidents, dangerous occurrences and “near misses”.
  • Ensuring this statement is brought to the attention of all employees and will be reviewed, and when necessary, modified as appropriate.

In order to ensure that this general statement is achieved, the following will form the aims and objectives of TFS Ltd “The Company”.

1) The Company will ensure that there are arrangements put into place for the effective planning, development and review of this policy statement.
2) The Company will ensure that appropriate systems are in place to effectively implement the Risk Management Policy, resulting in efficient management of exposure to risk.

3) The Company’s management will ensure that appropriate systems are developed and maintained for the effective communication of health and safety matters throughout the Company.

4) The Company will devote the necessary resources in the form of finance, equipment, personnel and time to ensure health and safety issues are addressed.

5) The Company recognises that a key resource of any organisation is its employees, and will provide the necessary information, instruction and training to ensure their compliance with respect to health and safety legislation.

6) The Company believes in constantly improving health and safety standards and performance, and will endeavour to ensure that all relevant Statutes, Regulations and Codes of Practice are complied with.

7) The Company recognises that safety is the responsibility of everyone in the organisation and is not just a function of senior management. Employees will be informed of the responsibility to take reasonable care of themselves and others that could be affected by their actions, and to co-operate with management in achieving the standards required.

8) The Company will ensure that health and safety is fully integrated into the management and decision-making process.

9) The Company will ensure all accidents and “near misses” are fully investigated and that appropriate action is taken to reduce the likelihood of their occurrence, by highlighting any faults in management systems and not solely on operator error.

10) The overall responsibility for health and safety remains with the Managing Director of the Company, who will seek appropriate health and safety advice when necessary.

Quality Management Policy Statement

Total Fire Services Ltd is trusted by a large number of employers to ensure their valuable assets, whether they are people or property, are adequately protected. To provide our customers with a high quality of service, systems and products that meet their needs for the whole life of their premises through commitment to innovation, service, best value and value engineering in a mutually beneficial relationship.

To ensure that the client can comply with any Best Value or Value Engineering requirements we will discuss the proposed whole life of their premises to ensure that not only the immediate needs of the premises are met but that the services or systems that Total Fire Services Ltd recommend can be evolved to meet future requirements. Equally, where the customer’s premises do not have a long projected whole life, Total Fire Services will endeavour to devise systems and services which minimise the cost to the customer without compromising the safety of their staff or other users.
